While trying to find some clothes for Federo Endril, you come across Herkgrig trying to get rid of some garments. Sharp-as-Night is all for this bargain:

Herkgrig: "Clothing here! Free to anyone who can take it off my hands!"

Sharp-as-Night: "Doesn't get cheaper than free. Let's take a look."

Talk with Herkgrig to get the clothes, you will also learn the backstory behind the deal:

"I met this Imperial at the Sober Nord. He'd come all the way from the Telvanni Peninsula to sell some tonic of his.
I really shouldn't have let him drag me outside the city to show me the power of his miracle elixir. But we'd been drinking, you see."

What did he do?

You can collect the Clothing from the chest behind him. If you talk with Herkgrig again, he'll say:

"Thanks for taking that off my hands. Hope it's going to someone who lacks a sense of smell."
