Neelo is a nervous Argonian member of the Mages Guild and Order of the Eye that has to be warned as part of the related quest.

When found, he is enclosed by powerful wards and paranoid at your sudden appearance. Captain Xarei, his sister, is the only person who can talk sense into Neelo, should you be unable to persuade him to let down his wards.
