Captain Volf

Since this page is showing that the claim "[Captain Volf] who will never be encountered in-game" needs to be verified, I decided to take a quick look at the quest, check the UESP for an NPC file on "Captain Volf", and ultimately type "help Volf" and "help Captain" in the console for Skyrim. The quest mentions the dialogue in which Volf is discussed, but does not dictate where he may be seen; there is no UESP page for Captain Volf as an NPC; and "help Volf" returns nothing in the console, whereas "help Captain" returns many items, none of them mentioning Captain Volf (which we could have assumed after simply querying "Volf").

Yeah Volf does not appear in the quest, the idea of the quest is you're framing him so he'll get sent to jail. You never see him in the quest, to jail or anywhere in Solitude during said quest. He is indeed only mentioned never seen. Lord Eydvar ^{Talk|Contribs} 03:55, 22 February 2013 (GMT)
