Votus Titonian, guardian of a haunted tower

Votus Titonian is an Imperial guard tasked with watching the entrance to the reputedly haunted Stendarr Tower, in Old Ebonheart's castle. Speaking to him begins the quest, Stendarr Tower Haunting.

"The good news is the haunting hasn't gotten any worse. The bad news is that the ghost is still trying to burn the Tower to the ground."

"We found out pretty quickly that you can't kill the ghost with swords. It just disappears and comes back. Like it's tied to the place, somehow. The Court Wizard could probably deal with it, but now he's gone missing, and other mages haven't had much luck in deciphering the former Court Wizard's notes."
